sys-apps/iproute2 has an USE flag named "berkdb" which controls if arpd is built (as arpd is the only thing inside the package which requires Berkeley DB). Imho USE flag should be named according to their effect and not based on the deps they pull in – so it'd be better the to rename the flag to "arpd". If you don't want to do this, it'd be at least helpful to add a description of the flag to metadata.xml, something like "enable arpd" – otherwise the user has to grep through the ebuild to find out the effect of the flag.
should be all set now in the tree; thanks for the report! Commit message: Document USE=berkdb as disabling arpd only http://sources.gentoo.org/sys-apps/iproute2/metadata.xml?r1=1.3&r2=1.4
