should read

I must apologise that we committed the wrong fix for this bug.

The ebuild should have been called 'popfile-0.20.1.ebuild', and not popfile-0.21.1.ebuild.  This ebuild does not work with popfile-0.21.1 at this time, and has been marked as unstable until we can fix it. 

I've added the ebuild for popfile-0.20.1, which can be used until we've had a chance to fix the ebuild for popfile-0.21.1.
