sys-apps/util-linux ebuilds has:

     dodoc AUTHORS NEWS README* Documentation/{TODO,*.txt}

Please change it to something like:

     dodoc AUTHORS NEWS README* Documentation/{TODO,*.txt,releases/*}

to install the user friendly release highlights as well.

The NEWS file is very bare and unhelpful and does point to Documentation/releases/v2.*-ReleaseNotes for information, which aren't dodoc'ed right now.
