The problem seems to be that the ebuild tries to acces the destination directory in the preinst phase, i.e. before it is created, see build.log for more information.

Actually, I did; the last time was a few hours ago while this bug's been present since -r5 was stabilized on amd64 a few days ago, it's just that I only got around to investigating this today. The problem is, according to the portage mirror I synced today, -r6 is not stable for amd64 while -r5 is.

@ago: please take -r6 stable. Major fixes: docutils-0.10 compat (stable), install failure on a fresh install.
