Error by default or metadata/layout.conf sounds fine, there is --force and a --no-sign option could be added if really need be.

CCing dberkholz and chainsaw in the hope one of them can shed some light on why erroring out would be a bad idea.

This is fixed in 2.1.11.52 and 2.2.0_alpha163.
