USE=fax is not the only feature to require dev-python/reportlab.

Reproducible: Always

Steps to Reproduce:
1. configure printer/scanner for hplip
2. emerge -C reportlab if you have it installed for some other reason
3. hp-scan -s pdf
Actual Results:  
hp-scan reports error "scanning to pdf requires ReportLab"
