could we drop the -R flag from nss-3.13-gentoo-fixup.patch ?  and perhaps the -L too ?  for example:
  $ nspr-config --libs
  -Wl,-R/usr/lib64 -L/usr/lib64 -lplds4 -lplc4 -lnspr4 -lpthread -ldl
there's no need for that -Wl,-R or -L path

upstream also recommended changing the order in nss.pc.in to:
  -lssl3 -lsmime3 -lnss3 -lnssutil3
