I've contacted the author of these scripts (David Nečas) about their license. Here is his reply:

The scripts were implicitly released under the same terms as vim itself.
More recently released script carry an explicit note but the older do
not.  Do you need something more formal from me or is this e-mail
sufficient?

The latest version of pam-syntax in portage has already vim as its license but 20030818 version is not. The other scripts still use Gentoo license note (called vim.org) about unclear license.

All done. I haven't changed pam-syntax because the newest version is stable on all its arches.

@Andrius: Could you please attach David's original message, including headers?
