cpulimit-1.8.ebuild

Cpulimit seems to abandoned by Angelo Marletta. However it has been forked by Jesse Smith and this developer is currently active. 

The current release is version 1.8. It is now known as limitcpu, but still uses the cpulimit executable name and the same package name.

Proposed ebuild attached. Patch has been taken out as developer as added $(CFLAGS) $(CPPFLAGS) $(LDFLAGS) $(CC) to the Makefile.
