app-admin/rsyslog-7.2.2 fails to build due to libcurl dependency.
After installing net-misc/curl, it emerges successfully.

Reproducible: Always

Steps to Reproduce:
1.emerge =app-admin/rsyslog-7.2.2
Actual Results:  
Emerge fails. Configure reports:

checking for CURL... no
configure: error: Package requirements (libcurl) were not met:

No package 'libcurl' found

Expected Results:  
net-misc/curl should be installed as a dependency before app-admin/rsyslog.
