On 2004-03-10 updated howto's was made available by tldp.org, I would like to
see this incorporated into a new ebuild for howto-html.

Actual Results:  
emerge version 20021121

Expected Results:  
should've emerge version 20040310, or at least 20031006

removed all the mini-howtos and updated the rest to 20040317
