Add selinux RDEPEND in the two current ebuilds

Under SELinux, mcelog needs a special policy. The mcelog ebuilds should depend on it. I included a simple patch that fixes the issue.

I don't have a selinux setup to test the actual (already in tree) policy, but assuming that's good, the ebuild changes are sound.
