The live ebuild of kde-base/pykde4 requires SIP to be at least version 4.14:

CMake Error at CMakeLists.txt:30 (MESSAGE):
  The version of SIP found is too old.  4.14 or later is needed.
-- Configuring incomplete, errors occurred!

The latest version in Portage is dev-python/sip-4.13.3

Yes we know but there is a blocker in bug 436578

Bumped
