This bug actually relates to libxslt-1.1.27 ?  I figured the error was that 'waf' just doesn't have the capability to figure out it needs to build 'parameters' this this isn't in the docs-xml/wscript_build anywhere that I can see (nor in the buildtools rules)

Did a trivial bump of samba-4.0.0_rc1 to 4.0.0_rc2 and it looks like the issue has already been fixed upstream.
