So the ebuild can not pull in sip. Also there is nothing in the python eclass which may cause this.

If you think otherwise please reopen and stabilize for arm.

As I mentioned I put arm on the list by mistake. The arm team was always special and if I remember there are no stable requests done for testing packages except they are requested by a user. Maybe you should discuss this with the team before. I think there was a bug or mail where a team member explained me how this is handled for arm but I can not find it anymore. arm also passed in bug #345457 for hplip-3.10.9.
