The ebuild itself has no test use flag nor a dependency on sip. So the ebuild can not pull in sip. Also there is nothing in the python eclass which may cause this.

I noticed arm should not be on the list of arches at all. hplip has never been stable on arm. If you think otherwise please reopen and stabilize for arm.

I'll stabilize it if you want, but here's what you would have to stabilize on arm for hplip:

=net-print/hplip-3.12.9-r1 ~arm
=dev-python/sip-4.13.3 ~arm
=dev-python/PyQt4-4.9.4-r1 ~arm
=dev-python/reportlab-2.5-r1 ~arm

It draws in at least the following 13 packages:

This is probably the reason it was never stable. As I mentioned I put arm on the list by mistake. The arm team was always special and if I remember there are no stable requests done for testing packages except they are requested by a user. Maybe you should discuss this with the team before. I think there was a bug or mail where a team member explained me how this is handled for arm but I can not find it anymore. arm also passed in bug #345457 for hplip-3.10.9.
