modsecurity-crs-2.2.6 should depend on modsecurity-2.7.x

Here is an email snippet from upstream Ryan Barnett on mod-security-users list, replying to a request about the error "Syntax error on line 52 of modsecurity_crs_20_protocol_violation.conf:
Error parsing actions: Unknown action: ver":

Ah, right... CRS v2.2.6 has implemented new actions that will be available
in ModSecurity v2.7.0.  If you are using ModSecurity v2.6.x, then you will
need to use CRS v2.2.5.

Sorry for the confusion.  I have updated the CHANGES file.

Thanks for acting on this and I don't know if that's what causing this but now suddenly emerge likes downgrade a perfectly healthy mod_security-2.6.8 to 2.5.11 which apparently even isn't in the tree!??? 

At least I don't have any ebuild for it in /usr/portage/www-apache/mod_security/ after a fresh sync! 

So request this bug gets reopened.

Also adding an emerge --info dump, didn't thought it to be necessary before but maybe it's trickier than first thought.

I have no conflicts of sorts here, can't reproduce on two systems..

Sorry it was me, I had a stale ebuild of mod_security-2.5.11 in my local overlay, and my am not sure but think there may still be something that is off by one here, as...

I have in /etc/portage/package.mask:

>=www-apache/mod_security-2.7

but an
web #emerge -uDalN world

gives

I figure that crs-2.2.6 shouldn't be pulled in by portage as it depends on mod_security-2.7 but yes I know, we don't live in a perfect world so if that's too complex for portage I'm ok with that.

You need to use

=www-apache/mod_security-2.7*

with the final star.
