The postinst message contains this note:

Before doing anything, stop and consult the release notes
/usr/share/doc/mediawiki-1.19.2/RELEASE-NOTES.bz2

The release notes are actually installed at /usr/share/doc/mediawiki-1.19.2/RELEASE-NOTES-1.19.bz2.
