I'm not sure about the policy regarding version bumps but I'd say a bump to -r8 would have been appropriate. My situation is subversion already installed with USE="webdav-serf -webdav-neon" and happily working until I upgraded it on Nov 9 2011 and on Aug 6 2012 (probably because of revdep-rebuild). Again, I don't know anything about the version bump policy but to me it doesn't look like it is supposed to go like this. Anyway, it's working after a rebuild.
