Per current QA policy, ebuilds that download their sources via a SCM should be masked (p.mask or KEYWORDS="").  When upstream does not provide a tarball, you can create one yourself from git, upload it (scp it to dev.gentoo.org:/space/distfiles-local/) and refer to it via mirror://gentoo/ in the ebuild.
