I have added net-wireless/crda-1.1.2-r3 to /etc/portage/profile/package.provided and the lastest version of hostapd still works fine for me.

Reproducible: Always

Fixed, do however be aware, that CRDA is needed from 5ghz usage, so disabling can cause problems.
