A complete list of... deps?

How about you just let portage figure out which deps lilv requires that aren't keyworded yet for ppc. Sounds like an arch tester job to me.

Yes, since lilv pulles in other packages, I don't know which version I need to keyword

Is not an arch tester job because I don't know if is ok to keyword some other packages without maintainer's ok.

When I say to keyword or re-keyword a package assume all newly required and optional deps that aren't keyworded need keywords unless explicitly specified.
