I am trying to backport the patch from upstream.
It is critical as unusable stable.
http://cgit.freedesktop.org/libreoffice/core/commit/?id=20c24114143d6d38774b56a142fd4ae05094308e I am now talking with others if it will be ok to backport for 3.5.5 release.
And this is not bascially critical just annoying as the icu yet again broke something (it happens with every release).
Hmm while thinking of it it wont be possible to backport upstream as we do use icu 4.4 in 3.5 branch, so we will have to use it as local patchset.

Created attachment 313503 [details, diff] libreoffice-3.5.2-icu-49-more.patch I am testing this patch I backported. It takes ages to build :)
I know it is annoying, but it affect only hebrew, which to be honest is not so much Gentoo users ;-) (even if I can read it :-P) Anyway I used almost the same patch you do and it seems to work here. So fixed in 3.5.9999 and 3.5.4.2-r1 which we will stabilise soonish.

I think the severity derives from usablility not from audiance. Anyway, thanks for the fix.
