When I upgraded from stable vlc-1.1.13 to keyworded vlc-2.0.1, emerge failed on configure, it can't find libdvbpsi libraries.
So i've manually upgraded libdvbpsi from 0.1.6 to newer 0.2.1 now vlc configure pass ok, and compile goes right.

I only thik, this dependence should be in ebuild.

1) Please post your `emerge --info' in a comment.
2) Please attach the entire build log to this bug report.

emerge info here, but exact build log was rewritten by latest successful emerge...
