Introducing IUSE=static-libs in dev-lang/tcl makes little sense when its most important revdep actually requires the stub library... Also, the 8.5.11 bump appears to be a downgrade in terms of EAPI, IUSE=static-libs and so on. I would have repaired the damage already if it would have been trivial to do so, but I don't understand the 8.5.11 changes.
