Several packages depend directly on sys-apps/module-init-tools instead of virtual/modutils and need to be cleaned before unmasking sys-fs/udev-181.

There are a couple of ways we can approach this:

1) since virtual/modutils is in system,  we can drop the dependencies on
sys-apps/module-init-tools.
2) We can remove virtual/modutils from system and make all of the
packages depend on the virtual.

I will post to -dev to see which is the preferred way.

I'm pretty sure I've got all of these migrated in ebuilds and eclasses. Please reopen if I missed any.

As for removing it from the system packages, that's really a seperate discussion for -dev.
