thanks, so starting from vlc-2.0.0, I removed the mandatory dep on libdvbpsi, which is what vlc needs for reading ts files. you can enable it by building vlc with USE=dvb meanwhile. I now think it was a bad idea, I'll give it a dvbpsi useflag, enabled by default, instead of coupling this with USE=dvb which is rather confusing. I had the same errors with USE=-dvb and now it reads your sample perfectly with USE=dvb enabled.

try disabling hardware acceleration and / or multithreaded decoding first i'd say
