Actually npl-solver is not build on purpose due to its deps that are lacking in the portage. We actually do not build most of the extensions as you can install them later in the gui manager. It might be good idea to add it as some app-office/nplsolver package that gets installed to system (we have eclass to manage extensions for libreoffice even if no package is actually using it now).
Sadly it showed that the extension can't be build out side of the libreoffice build scope. Enabled with nlpsolver useflag. Will be present from 3.5.2 and later ebuilds.
