tuxonice-sources have these rdepends:

RDEPEND="${RDEPEND}
        >=sys-apps/tuxonice-userui-1.0
        || ( >=sys-power/hibernate-script-2.0 sys-power/pm-utils )"

Since pf-sources include tuxonice (as said here http://pf.natalenko.name/), it sgould also include its rdepends.

No. These are optional runtime dependencies. We don't want to enforce users to merge these packages if they never plan on using them. However, an elog message may be an equally good option

This bug is scheduled to be fixed in the next release
