This package installs also static libs ".a" please provide to add relative
USE.

/usr/lib64/libganglia.a
/usr/lib64/libganglia-3.2.0.0.so.0.0.0
/usr/lib64/libganglia.so
/usr/lib64/libganglia-3.2.0.0.so.0
/usr/lib64/libganglia.la

Disable static build, resolves #398995
