The current SRC_URI points at ftp://ftp.freeradius.org/pub/freeradius/ but "old" versions are now served out of the ftp://ftp.freeradius.org/pub/freeradius/old/ directory.  It would be helpful for installs/rebuilds of "non-current" builds (including the latest stabilized package) if the ebuild fell back on the old/ path.

Okay I'm going to look into these and most likely fix them with 2.2.0.

Solved in 2.2.0.
