Changes since current stable version 23.3-r2:
- 23.3-r3 adds the /etc/emacs directory to the lisp load-path. This allows
  moving the site-start.el file to /etc/emacs (in emacs-common-gentoo-1.3).
- 23.3-r4 contains a security fix for EDE, see bug 398239 for details.
