As the NEWS file says:

"Version 0.7.0 - March 27, 2011

This is a major new release due to signficant additions to API, framework,
and build.

Build
[...]
 * Disabled VDPAU by default and added --avformat-vdpau to enable it."


So ebuilds since 0.7.0 shouldn't be using
    use vdpau || export MLT_NO_VDPAU=1

Anymore. But add explicit VDPAU configure flag.
