I'm busy writing an application that requires interfacing with ipset, the best way for me to do that will be to link directly against libipset, however, the lack of installed header files is making this rather difficult right at the moment.  As an interim solution I'll just copy the include files directly into my project, but obviously that it not the correct (longer term solution).

I'm not particularly familiar with autoconf and am unable to figure out if there is an easy way to get the include/ folder installed into /usr/include.

Fixed in 6.1.3 by upstream.
