Is it OK to stabilize =sys-fs/btrfs-progs-0.19-r3 ? If so, please CC arches and add STABLEREQ keyword. Stabilization of this package has been repoman-checked on the following arches: x86, amd64

As for the upstream source, it is not clear to me now where these can be downloaded (they've moved to git in general). So for now it'll have to use the mirrors, unless I can make an ebuild that will grab the right git version. However, I had to confer with the author (Josef) before about patches to 0.19, so I do not want to destabilize it.
arm and ppc64 never had stable keywording on this before, and I'm not adding one for ppc64 just yet. can't speak for arm. instead i've keyworded this ~ppc too for testing
