Testing for python team

Reproducible: Always

Steps to Reproduce:
1. acquire packages
2. set FEATURES 
3. emerge package(s)
Actual Results:  


Tiny packages.  emerge effectively.. Only trouble is

# Tests broken.
RESTRICT="test"

Ran 262 tests in 32.412s

FAILED (failures=6, errors=60)




Not only that but the tests are downloaded at test phase, bot good

There were changes in dependencies since 1.3.0.
New versions are available in Progress Overlay since r1295.

I'd hardly challenge the maker of progress, however I don't follow.

fabric-1.1.4.ebuild  fabric-1.2.2.ebuild 

is what I have in progress for fabric.
There's no Cangelog;  to cure me of confusion, what is r1295?  This is an early attempt...

I've bumped 1.4.0. If anyone is really attached to older release branches, please open another bug.
