As per summary.  This problem is known and fixed upstream.  Attached patch fixes the problem.

Reproducible: Always

Steps to Reproduce:
1. emerge emacs

Actual Results:  
0x1037f8000 (sz:   0x6ebe/  0x7fa0)
0x103000000 (sz: 0x6e7d2f/0x7f8000)
0x101492000 (sz:        0/  0x1000)

@emacs: please include upstream patch in your next patchball.  Please suggest your preferred way forward to get this patch in the tree.

I'll include the patch with the next revbump. (Which is already pending, but I'm waiting for clarification from upstream on another unrelated issue.)

That is taking longer than expected, therefore fixed without revbump.
