Vendor-supplied modules (i.e., everything installed via rpm/deb/yum/emerge) should be going in the vendor_perl directory instead of the site_perl directory.

Entirely correct. Fixed for perlqt-4.7.[12]-r1, perlkde comes tomorrow.
