conditional static libs: rb_libtorrent-0.15.7.ebuild.diff

Please add support for static libs via USE=statc-libs for 
net-libs/rb-libtorrent.

Currently, it installs one .a and one .la file unconditionally.

I am going to attach a patch for this. Please examine it carefully, it's been years since I last touched an ebuild. :-)
