Starting on October, 30, the presently stable versions (2011e or 2011g) will not produce correct local time for Russia. That's because of new laws.

As for me, 2011i is ok.

Reproducible: Always

Steps to Reproduce:
1. cat /etc/timezone 
Europe/Moscow
2. date -d '2011-10-31' -R
Actual Results:  
Mon, 31 Oct 2011 00:00:00 +0300

Expected Results:  
Mon, 31 Oct 2011 00:00:00 +0400

2011i+ have not been in the tree long enough, so we will have to stick to 2011h for now
