Unless KDE has objections on stabilizing soprano, then this all will have to wait... KDE?

redland-1.0.14 build.log with raptor use=-xml

redland-1.0.14 fails a test if raptor got build with USE="-xml".
This happens for me on x86 and only with the newer versions from that bug here... so it is a little regression.

Hmm, indeed if you build the parser without xml support it cannot parse xml. 
I'd consider that actually as a test that succeeds. :)

How about adding a little depend on raptors xml inclusion? 
media-libs/raptor:2[xml]
