ebuild for Parallel-Prefork-0.11

www-apps/rt-4.0.x has multiple perl dependencies that aren't in gentoo or perl-experimental.  dev-perl/Parallel-Prefork is a sub-dependency of rt.  It is 
A simple prefork server framework.

Added as dependency of new ebuild dev-perl/Parallel-Prefork which is a dependency of new ebuild dev-perl/Starlet which is a dependency of www-apps/rt-4.0.x

dev-perl/Parallel-Prefork-0.130.0 is in the tree now.
