amd64, x86: please stabilize dev-libs/nss-3.12.10 and dev-libs/nspr-4.8.8

This is necessary to allow installing a stable Gentoo system from the current LiveDVD which uses kernel 3.0 (bug 380705).

These packages are also needed for stabilization of www-client/seamonkey-2.3.1

Take a look at bug 380937 that can't block this stabilization.

amd64 ok.
