It did not work if dbus (sys-apps/dbus-1.4.12) is not compiled with "X" or is not started. Actually ibus-setup can be open but can not save the settings and can not work for inputing. So it seems to need dbus compiled with "X", but it does not specify that dependency when emerging ibus. And it needs dbus to be started, which is also not stated in the message when emerging.
