There is no pg_dump and pg_dumpall pg_restore utils in 9.1_beta1 version so it is unable to migrate data to 9.1_beta2

The 'base.patch' file accidentally removed 'pg_dump' from the list of SUBDIRS to be compiled.

You might be alright just upgrading from beta1 to beta2. There shouldn't have been anything more than just bug fixes from one to the next. (There have been thousands of emails to read on pgsql-hackers, though, so I'm not offering a guarantee.)

Sampe aplicable for beta2. 
Base format changed between beta1 and beta2
