gst-plugins-mpeg2dec is okay, but gst-plugins-mplex needs a lot of keywords before gst-plugins-meta can depend on it.  Either that, or it needs it's own USE flag that is masked on all the arches that cannot keyword it.

I would try to add both behind "vcd" USE flag as I am not sure how much people from that arches without mplex keyworded will want to have full vcd support, then, I think "vcd" could be masked on them.
