--enable-hid2hci is passed only when >=sys-fs/udev-169 is present in the system and, then, this shouldn't occur (and doesn't occur for me with udev-164-r2 Please provide full build.log
What is about up and downgrading udev? Generally has_version changing the content of the package does not feel correct. I suggest to change a new version to unconditionally enable hid2hci and block older udev versions.
If there is no other option, ok, but I didn't want to do that as it will probable require to have two bluez versions for a while (one for newer udev, other for latest) since I don't know when newer udev will be ready to be stabilized :-S
