That's because braindead upstream added a configure check to ensure libnotify < 0.7 instead of fixing the actual issue.
That definitely looks like a Claws upstream. There is an upstream bug report at http://www.thewildbeast.co.uk/claws-mail/bugzilla/show_bug.cgi?id=2392, no action yet. Could someone please fix the configure check, you have my ok, I am out of function at the moment...Thanks.
