The CA certificates package in Gentoo is heavily outdated. Basically we are a year and a half behind Debian (upstream for this package). The current version of ca-certificates in Portage is 20090709 While upstream the current version is already 20110421 Also this package hasn't seen any maintenance since 16 Oct 2009.
your assessment is pretty much completely off. Debian hasnt done a release since 20090709, so that means we're simply less than a month behind. further, "last Gentoo commit" is completely irrelevant. if there arent any bugs, then there's no point in making a commit. new version in the tree now

why would someone make a commit if there's nothing to change ? no bugs, no changes required.
