I've filed an upstream bug -

but I think if the package maintainers have a look, it'll be a good idea.

The bug is that when you make xz, bz archives, ark ends up making gz archives.

The upstream bug has a patch that works here.
I'm about to commit updated ark-4.4.5-r2, ark-4.6.2-r1 and ark-4.6.3-r1 ebuilds to the tree with the patch.
