Hello arches,

Fast stabilization for both. The newer qbittorrent has many improvement and bugfixes over the current stable. Same rule applies for rb_libtorrent. The main motivation for this request is that qbittorrent's upstream is releasing a new version every week or so, so there is no chance to keep a version in tree for more than 30 days. 

rb_libtorrrent should be good enough but please make sure that you run a full reverse dependency build testing.
